Certification Requirements – Russia

Please note that the following information is provided to support CFIA inspectors in their activities for the certification of fish exported from Canada to the Russian Federation. All exporters should confirm product requirements before commencing full scale production for export. The CFIA assumes no liability for the accuracy of this information.

Mercury:
Fish (live, raw, refrigerated, frozen) viscera, minced blocks, fillets:
- freshwater non–predatory fish, fish oil: 0.3 ppm
- freshwater predatory fish: 0.6 ppm
- saltwater fish, fish liver and products made of fish liver, fish flour: 0.5 ppm
- milt, fish eggs, molluscs, crustaceans: 0.2 ppm
- seaweed: 0.1 ppm
Certification Requirement
a) Russian sanitary certificate CFIA/ACIA 5561 (2008/10)
Only the officially recognized Sanitary Certificate for Fish, Seafood and Products of their Processing Intended for Human Consumption, Exported from Canada into the Russian Federation (CFIA/ACIA 5561) will be issued for fish and seafood products exported from Canada into the Russian Federation for establishments included on the Russian approved list. Certificates must be printed on paper with enhanced security features and signed and stamped in ink that is a different colour than the remaining text on the certificate.
b) Procedure on how to Request a Russian Certificate CFIA/ACIA 5561 (2008/10)
- Certificates for fish exported from Canada to the Russian Federation can be requested by e-mailing a completed PDF template of the certificate to your CFIA inspection office.
- Click on the following link to download the Sanitary Certificate for Fish, Seafood and Products of their Processing Intended for Human Consumption, Exported from Canada into the Russian Federation (CFIA/ACIA 5561)
- Adobe Acrobat Reader version 8.0 or higher is required to complete the PDF template with the required information. This is to ensure that the information entered in the PDF template can be saved and sent by e-mail to CFIA. If you have an older version of the Adobe Acrobat Reader (e.g. version 7.0), please go to the Adobe website to download a free copy of their latest version.
- Complete the PDF template as per section c)
- Review the content of the PDF template to ensure the information entered is accurate. It is the responsibility of the exporter to ensure the template is accurately completed.
- Save the completed PDF template.
- Attach the completed PDF template to an email and send it to your local CFIA office. CFIA will not accept a scanned version of the PDF template.
- CFIA upon receipt of your completed PDF template will print the template certificate on the security paper.
- CFIA will advise the requesting company when the certificate is ready.
c) Completion of the PDF template of the Russian certificate CFIA/ACIA 5561 (2008/10)
Data entry instructions:
Section 1.
- Box reference 1.1: Name and address of consignor: Complete name and address of the company exporting the consignment to Russia.
- Box reference 1.2: Name and address of consignee: Complete name and address of the company in Russia to whom the consignment is being sold.
- Box reference 1.3: Means of transport: Indicate the Means of Transport (e.g. truck, flight-number, name of the ship etc..)
- Box reference 1.4: Date of departure: Select from the drop down menu the actual date that the consignment was exported from Canada
- Box reference 1.5: Place of loading: City and province where the consignment was loaded (e.g. Halifax, Nova Scotia).
- Box reference 1.6: Country of transit: The consignment passing through a country while travelling from the country of departure to the country of destination.
- Box reference 1.7: Certificate No.: This field is not fillable. CFIA certificate number will only appear once the content of the certificate gets printed on the security paper by CFIA. This field is to be left blank.
- Box reference 1.8: Country of origin: Canada is set as the default.
- Box reference 1.9: Region of origin: Indicate the FAO Fishing Areas.
- Box reference 1.10: Use the drop down menu to select either one.
- Box reference 1.11: Use the drop down menu to select either one.
- Box reference 1.12: Point of crossing the border of the Russian Federation: The name of the Russian city where the consignment will clear customs entry.
Section 2. Identification of products
- Box reference 2.1: Name of the product: provide the common name of the fish species and presentation form (e.g. mackerel fillets)
- Box reference 2.2: Species (scientific name): The scientific name must be given including the genus and species of the fish.
- Box reference 2.3: Nature of commodity: Specify if the fish is from aquaculture or wild origin.
- Box reference 2.4: Treatment type: Indicate how the fish is initially processed (e.g. live, raw, chilled, frozen, dried or retorted). Further describe any additional treatment the fish product may have undergone (e.g. blanched, partially cooked, pasteurized, cooked, smoked etc.)
- Box reference 2.5: use the appropriate HS codes: 03.01, 03.02, 03.03, 03.04, 03.05, 03.06, 03.07, 05.11.91, 15.04, 15.18.00, 16.03, 16.04, 16.05.
- Box reference 2.6: Date of production: Date the product was processed. Provide the date in the following format (yyyy/mm/dd).
- Box reference 2.7: Type of package: e.g. carton, plastic bag etc.
- Box reference 2.8: Number of packages: number of cases x units per case (e.g. 1000 cs x 15)
- Box reference 2.9: Net weight (kg): total of the number of cases x units per case (e.g. 15000 kg)
- Box reference 2.10: Identification of container/seal number: only where applicable.
- Box reference 2.11: Conditions of storage and transport: e.g. frozen, refrigerated etc.
Section 3. Origin of products
- Box reference 3.1: Name and registration number and address of establishment, factory vessel, cold store, approved for export by the competent authority in Canada: It is possible to enter multiple establishment information if applicable. Enter the information as per the list of approved establishment.
Instructions for exporters to notify the Canadian Food Inspection Agency (CFIA) of the shipment of fish certified for export to Russia.
1. Purpose
This document describes the steps for exporters to notify the CFIA when they send a shipment of certified fish to Russia.
2. Scope
Exporters are fully responsible for exported consignments and must take appropriate steps to ensure secure delivery of the consignments and the certificates that were issued by the CFIA for those consignments while the fish is under their control.
The Russian Federal Service for Veterinary and Phytosanitary Surveillance (FSVPS) has asked the CFIA to provide the information listed by this procedure to verify that certified consignments of fish exported from Canada to Russia are accompanied by authentic CFIA certificates. This procedure is necessary to allow Canadian exporters to maintain market access to the Russian Federation.
3. Procedure
3.1 Exporter notifies CFIA each time a shipment of certified fish has left Canada.
3.1.1 Exporters are responsible to complete the electronic Excel version of the table "Exporter's Russian Fish Export Certification Notification Form" shown in Appendix A and send it by e-mail to the Fish, Seafood and Production Division (FSPD) at CFIA.FEL-LEA.ACIA@inspection.gc.ca with a copy to the signing CFIA inspector within 24 hours after the consignment has left the port of departure.
Please note: exporters should only use Excel as the application to submit the information required in Appendix A to FSPD at the email address CFIA.FEL-LEA.ACIA@inspection.gc.ca created for that purpose.
3.1.2 All columns in Appendix A table must be filled out. In instances where information in one of the columns is not applicable, exporters should enter "Not applicable" in the respective field. The field must not be left blank.
3.1.3 The Fish, Seafood and Production Division (FSPD) must inform the Russian authorities of all cancelled certificates that were identified as part of this procedure. Therefore, the exporter must re-submit Appendix A as soon as possible when reporting a replacement certificate or a cancelled certificate for which the original certificate was previously notified to the CFIA.FEL-LEA.ACIA@inspection.gc.ca email address. When reporting a replacement certificate, the exporter will have to identify on Appendix A the original certificate number being replaced by filling out the last column of the table, checking out the replacement column and filling out the remaining columns with appropriate information. For a cancelled certificate for which no replacement certificate is required, they have to re-submit the Appendix A with all the columns filled out and check out the cancelled column.
3.1.4 Exporters who do not provide complete and accurate information about certified consignments on a timely basis will likely have their shipments detained, and possibly refused, by FSVPS border inspectors.
Appendix A
Exporter's Russian Fish Export Certification Notification Form
The Canadian Food Inspection Agency (CFIA) will provide the Russian Federation's Federal Service for Veterinary and Phytosanitary Surveillance (FSVPS) with the following information:

Send completed information in Excel format by e-mail to the Fish, Seafood and Production Division at CFIA.FEL-LEA.ACIA@inspection.gc.ca with a copy to the signing CFIA inspector within 24 hours after the consignment has left the port of departure.
The exporter bears full responsibility for providing accurate and timely information.
