T-4-117 - Fees for Consideration of an Application Made Under the Fertilizer Act

Fees for consideration of an application made pursuant to the Fertilizers Act are prescribed in the Canadian Food Inspection Agency Fees Notice. This notice was created under the statutory authority of the Canadian Food Inspection Agency Act. The CFIA Act provides authority to the Minister of Agriculture and Agri-Food, the minister responsible for the CFIA, to fix fees for a service or the use of a facility provided by the CFIA.


The fees have two important aspects:

  1. They increase as additional assessments of a submission is required. This means that an application for registration of a standard product will be less costly than an application for a new product that requires a safety review.
  2. They are payable at the time at which an application is made. This means that the fees will be deducted when the application is made, regardless of whether or not a registration is later granted.

Fees are in Canadian dollars. Cheques or money orders must be payable in Canadian dollars and payable to the Receiver General for Canada.

The following fees are payable for applications:
Type of Application Fee
1. for an application for registration $350.00
2. for an application for re-registration $250.00
3. for an application to amend a registration in respect of one or more of the following:
  1. name or address of registrant or manufacturer
  2. colour or format of the label
  3. product name or brand name
  4. declaration of net contents
4. for an application for any other amendment to a registration $350.00
5. for a research authorization, if no safety assessment is required $250.00
6. for a research authorization, if a safety assessment is required $500.00
7. for the renewal of a research authorization $100.00
The following fees will be payable if the identified type of assessment of an application is required:

8. product safety $500.00

The fee for a product safety assessment (8) is payable in addition to the fees for product registration (1), product re-registration (2) or amendment of a registration (4). For cases in which no registration exists or is required, a product safety assessment (8) is payable if the assessment is required.

It is important to note that the fee payable for consideration of an application will not exceed $1000.00.

Harmonized Sales Tax

All fees, expect an application for registration and an application for re-registration, are subject to the Harmonized Sales Tax (HST).

Examples of types of applications and fees payable:

A. An applicant wishes to register a chemical soil supplement. This product has not previously been used in crop production and has novel claims associated with it.

The following fees are payable
Registration $350.00
Safety Review $500.00 + HST (13%)
Total fees payable $350.00 + $565.00 = $915.00

B. An applicant wishes to renew the registration of a product.

The following fees are payable
Re-registration $250.00
Total fees payable $250.00

C. An applicant wishes to amend (minor) an existing product registration by changing the address of the registrant, which is printed on the label.

The following fees are payable
Amendment Fee (minor) $50.00
Total fees payable $50.00 + HST
