United States meat and poultry certificate for wholesomeness
New certification process for the import of meat and poultry products from the U.S.
Starting June 13, 2022, the United States Food Safety and Inspection Service (FSIS) will onboard the CFIA into the Public Health Information System (PHIS) and all certificates for meat and poultry products imported into Canada from the United States will be digitally signed.
The official meat inspection certificates (OMICs) from the United States (U.S.) to Canada are generated through the Public Health Information System (PHIS). The look and feel of the new OMICs is different from the old export certificates (9135-3) received from the U.S.
Important features of the new certificates from the U.S.:
- The PHIS-generated certificates are:
- Meat and Poultry Export Certificate of Wholesomeness (PDF) – FSIS Form 9060-5
- Meat, Poultry and Egg Products Export Certificate of Wholesomeness Continuation Sheet (PDF) – FSIS Form 9060-5A
- Meat, Poultry and Egg Products Export Certificate of Wholesomeness Continuation Sheet (PDF) – FSIS Form 9060-5B and
- Fish and Fish Products Export Certificate of Wholesomeness (PDF) (for Siluriformes fish) – FSIS Form 9060-5S
- The certificate called Meat and Poultry Export Certificate of wholesomeness will be used to export meat and poultry products to Canada
- The certificate number will be seven digits and not preceded by a 2 letter Canada ISO code, which will be captured separately in a dedicated box
- The certificate will have a check box to identify if it is the original or a replacement certificate
- If a replacement certificate is issued, then the statement about the replacement certificate will be captured in the remarks section
- Food safety and animal health statements will be present on the 9060-5 remarks section and/or 9060-5B continuation sheet and continue to be signed by an inspector or the veterinarian, as done earlier
- All animal health related statements will continue to be signed by an official veterinarian
- The certificates will not have wet signatures but instead will be digitally signed
- It means the name of the signing officials will be printed on the certificate along with the designation and the location where signed
- No letter heads will accompany the certificates
- The required statements will be in the remarks section of FSIS Form 9060-5 and/or FSIS Form 9060- 5B
- The certificates will be printed on plain white paper digitally signed in PHIS, containing the watermark: "Approved Certificate – Available for Validation in PHIS"
- A printed version of the certificate will accompany the meat shipment
