How are phytosanitary certificates changing?
There are two changes to Canadian phytosanitary certificates.
- The heading of "Additional declaration / Déclaration additionelle" has been changed to read "Additional declaration / Déclaration supplémentaire". This is consistent with language used on the model phytosanitary certificate under the International Plant Protection Convention (IPPC).
- The clause, which states that a shipment is deemed to be practically free from other pests, has been removed.
Why are they changing?
Phytosanitary certificates are changing as a result of the revision to CFIA's Policy on the Issuance of phytosanitary certificates and phytosanitary certificates for re-export. The changes will align it with the IPPC's international standard for phytosanitary measures (ISPM) No. 12: Phytosanitary certificates.
When are these changes in effect?
Changes to the Canadian phytosanitary certificate come into effect on January 11, 2016.
What if I have a shipment in transit that leaves Canada before this date but is scheduled to arrive after the coming-into-force date?
The CFIA will advise trading partners that changes to Canadian phytosanitary certificates will come into effect on January 11th, 2016. Any certificate issued before January 11, 2016 will be accepted by the importing country. Any certificate issued after January 11 must comply with the new policy.
What do I need to do if I am exporting a product?
Canadian exporters should contact their local CFIA office to understand the export phytosanitary requirements, and arrange for export inspection and phytosanitary certification. A complete list of CFIA offices can be found at:

Where can I find a new phytosanitary certificate?
The CFIA offices across Canada are responsible for issuing phytosanitary certificates. As of January 11 , 2016, the revised phytosanitary certificate will be used.
