Description of the Objective

Administrative monetary penalties are one of several enforcement options for CFIA to respond to non-compliance. The amendments to the Agriculture and Agri-Food Administrative Monetary Penalties Regulations are being proposed to introduce these penalties for failure to comply with certain proposed requirements in the Health of Animals Regulations. These proposed amendments to the Health of Animals Regulations would broaden the identification and movement requirements to include goat and cervid (e.g. farmed deer and elk).

Potential impacts on Canadians, including businesses

There are no business impacts or direct costs expected as a result of the proposed regulatory amendment.

The CFIA intends to propose a delay to the coming into force for the amendments to the Health of Animals Regulations, Part XV. The amendments to the Agriculture and Agri-Food Administrative Monetary Penalties Regulations will adhere to the same timelines.

Regulatory Cooperation Efforts (domestic, international)

This initiative is a companion amendment to the livestock identification and traceability initiative, below. Regulatory cooperation is not applicable in this context.

Public Consultation Opportunities

It is anticipated these proposed amendments will be published in the Canada Gazette, Part II in winter/spring 2021.
