To: All processing establishments and operators of fishing vessels and landing sites used to harvest and/or transport fish intended for human consumption and export.

Subject: Requirements for fishing vessels and landing sites to comply with Schedules III and V of the Fish Inspection Regulations.

This notice is intended to remind industry of their responsibilities in maintaining the integrity of the fish production chain in accordance with the Fish Inspection Regulations (FIR). In order to provide reasonable assurance exported fish products were processed under sanitary conditions, are safe for human consumption, and are wholesome and properly identified, the CFIA is committed to regulatory oversight of the entire production chain.

Processing establishments are responsible for implementing controls as defined in the QMP Reference Standard for incoming fish being of acceptable quality and safety, and for verifying the effectiveness of controls over identified hazards as they apply along the production chain, including the steps that occur on board fishing vessels and when fish is landed, handled, held and subsequently transported to the establishment.

Fishing vessel operators are responsible for meeting the “Requirements for Vessels Used for Fishing or Transporting Fish” described in Schedule III of FIR. Persons using or operating landing sites are responsible to meet the “Requirements for Conveyances and Equipment Used for Unloading, Handling, Holding and Transporting Fresh Fish” as described in Schedule V of the FIR. These complementary actions by vessel operators, landing sites users and registered establishments together provide an appropriate level of protection across the entire fish production chain, allowing the CFIA to continue to provide export guarantees that products comply with Canadian requirements, as well as those of Canada’s trading partners.

CFIA is committed to regulatory oversight of the entire fish production chain. CFIA will verify that regulated parties comply with the FIR through routine compliance verification activities performed at registered fish processing establishments, and, where necessary, through targeted inspection activities related to Schedules III and V.
