2.1 Objective of Activity

Federal registration is required for an egg station to apply a Canada grade name to eggs. Registered egg stations must meet federal requirements related to construction, facilities, layout, equipment, sanitary operation and grading.

2.5 Types of Application for Registration

2.5.1 New Registration

Persons wishing to register a new egg station must submit a complete registration package which includes an Application for Registration of an Establishment (CFIA/ACIA 3043), and all documentation described in section 2.6. It is recommended that a discussion of registration requirements take place with a Canadian Food Inspection Agency (CFIA) inspector before any plans are finalized.

2.5.2 Changes to Existing Registration

2.5.2.1 Change of Ownership

A new registration and Certificate of Registration are required when the operator of a registered egg station changes. A new Application for Registration is to be submitted as soon as possible since the old registration shall lapse 60 days following the title transfer. (Egg Regulations 7(6)(b))

In the Egg Regulations, an "operator" is defined as "the person who is responsible for the operation of a registered egg station." In the Canada Agricultural Products Act (CAPA), "person" means, "an individual, a corporation, an association or an organization." Therefore, if an egg station is sold by one corporation to another, even though the name of the station and the plant employees may remain the same, the operator is considered to have changed and a new Application for Registration and other necessary documentation are to be submitted.

It is the responsibility of the new operator to seek information from the seller regarding the state of compliance of the egg station before assuming ownership. The CFIA can only provide information to the purchaser with written permission from the seller, clearly specifying what can be disclosed.

2.5.2.2 Change of Legal Name

A change of legal name of an egg station (where the operator remains the same) will require the submission of an Application for Registration of an Establishment (CFIA/ACIA 3043). The "Type of Application" is considered a revision and the "Revision" box is to be checked off. The application must include the necessary legal documentation to substantiate the change. See section 2.6 (b).

2.5.2.3 Changes to Structure, Layout or Design

Modifications to the structure, layout or design of an existing registered egg station will require the submission of an Application for Registration. In these cases, the "Type of Application" is considered a revision and the "Revision" box is to be checked off. The application must include the necessary documents describing the changes planned. See applicable sections under 2.6.

2.5.3 Multi-Commodity Registration

Requests for handling and processing commodities other than eggs in a registered egg station will be dealt with on an individual basis by submission through the Area Egg Specialist (or designate). Given the nature of the grading operation, the handling and processing of other foods in an egg grading room would not generally be allowed. In cases where there is no risk of cross-contamination or emission of odours, the storage of fully packaged foods may be permitted in the egg cooler.

2.6 Registration Package

All registration documents must be completed and signed by the responsible person. A registration package must include the following plans and specifications:

  1. Application for Registration of an Establishment (CFIA/ACIA 3043): Application forms for registration may be obtained from any CFIA Office or through the CFIA website. An application for registration of an egg station is to be made by the applicant, in writing, to the local CFIA office. This form must be completed in full on both sides following the directions on the form.
  2. Proof of Business Name: A copy of the federal or provincial documents of incorporation, partnership or proof of business name must be attached as indicated on the application form. If the company is neither incorporated nor a partnership, a notarized affidavit must be attached showing the name under which the egg station will operate. An example of an affidavit can be found in Appendix II. The name provided on the provincial business registration or affidavit must be the same as the one identified on all documents presented for registration purposes.
  3. Conformity to Other Applicable Requirements: Written assurance may be required that the location, construction, facilities and nature of operation are in accordance with all municipal, provincial and federal requirements. This may require submission of a building permit, as well as written assurance from the appropriate authorities indicating compliance with environmental requirements.
  4. Site plans: A site plan is to show the boundaries of the site, the location of the egg station in relation to all buildings, structures, roadways, driveways (including parking sites), railway lines, sewer lines, wells, and public utilities on the property. The scale and the north point are to be shown. The site plan must also include the legal name and address of the company.
  5. Blueprints/Building Plans: Detailed blueprints for the egg station must be submitted. A hand drawn plan may be acceptable if it is complete, legible, and to scale. The plan should include a legend of the symbols used, and the name and address of the company. The plan is to show:
    • a floor plan of each level of the station showing the dimensions and intended use of each room or area.
    • the location of walls, partitions, windows and doors.
    • a list of the materials used in the construction of all floors, walls, and ceilings.
    • the type and location of equipment.
    • the lighting, refrigeration, ventilation and plumbing systems.
    • product and personnel flow patterns throughout the egg station.

    It is recommended that plans and specifications be agreed to by all parties, before commencement of any construction to avoid unnecessary expense and inconvenience to the applicant.

    Where additions, extensions or renovations planned for a registered egg station involve changes to the blueprints on file, revised blueprint are to be submitted showing the changes and the impact of these changes on the surrounding rooms. Where a station wishes to make changes to the location of equipment, product flow patterns or operations, the proposed changes should first be reviewed by a CFIA inspector.

  6. Sanitation Program: The sanitation program will indicate:
    • the person responsible for carrying out the program.
    • the equipment and a list of chemical agents used to bring about and maintain clean and sanitary conditions. The operator must demonstrate that all chemical agentsare safe and effective. The Reference Listing of Accepted Construction Materials, Packaging Materials and Non-food Chemical Products may be consulted to determine if a product was previously approved for use in food plants. It is not mandatory for any product to appear on the Reference Listing. Chemicals must be used and handled in accordance with the manufacturer's instructions.
    • a description of the tasks used to ensure clean and sanitary conditions. The frequency of conducting these tasks should also be included.
    • that sanitation records are maintained.
  7. Pest Control Program: The pest control program must indicate the measures taken to effectively and safely control insects and rodents and exclude any animals from the registered egg station. The pest control program must include a record keeping requirement.
  8. Water Analysis: A certificate of microbiological analysis is required, showing that water meets the standards of the Guidelines for Canadian Drinking Water Quality or provincial standards, whichever is stricter. The location in the station where the water was taken for analysis must be indicated. The certificate cannot be dated more than six months prior to the date of Application for Registration. Testing should be done at a municipal or provincial public health lab, or any laboratory that is accredited for water testing by the municipal or provincial government or Standards Council of Canada.
  9. Sewage and Wastewater Disposal: Provincial government approval in writing, of the on-site wastewater disposal system for the egg station building is required. In lieu of an approval, a letter of "no objection" from provincial authorities may be acceptable. Untreated wastewater cannot be disposed of on the ground surface. Any municipal requirements must also be met. For new septic systems, approval from the municipal government is required.
  10. Quality Assurance Program: The Quality Assurance Program is to indicate the measures taken by plant employees to assure that eggs meet the requirements and standards of the regulations. This will include the name of the employee responsible for the program, a description of their sampling plan, evaluation criteria, as well as follow-up procedures. The quality assurance program must include a record keeping requirement.
  11. Recall Program: This program is to outline the step by step procedures the company would implement in the event of a recall. Information about the product coding system, including details on producer codes, how these codes are cross referenced with clients or buyers, and procedures for contacting clients in the event of a recall, must be included in the program. The recall program is to indicate the individuals within the company who are responsible for carrying out recall activities and telephone numbers where they can be reached during off-hours.
  12. Employee Training Program: This program will include, as a minimum, a description of the training to be provided to personnel handling the eggs and equipment, as well as the person responsible for maintaining the program. The Employee Training Program is to include a record keeping requirement.
  13. Description of Pasteurization Process: If an egg station intends to pasteurize shell eggs, they must provide the inspector with a copy of the pasteurization process, approved by Health Canada, and indicate the name of the person responsible for carrying out the process.
  14. Application for Credit (CFIA/ACIA 0015):This form is required to set up account for the registered egg station for billing purposes. When completed, this form is to be mailed to Accounts Receivable in Moncton, NB.

2.7 Communication and Document Flow

Important:

The applicant may start building their egg station at any time but it is recommended that no major construction take place until the plans and specifications for the egg station have been agreed to by the applicant and the CFIA (including the Area Egg Specialist).

A registration will not be issued until all documents have been completed and approved. This includes the "Egg Station Application for Registration Checklist."

1. Inspector

Note: Inspector could be any of the following individuals within operations:

  • Responsible Inspector
  • Supervisor (eggs)
  • Regional Officer (eggs)

Note: At any time during this process, the inspector should communicate with the Area Egg Specialist if they have any questions or concerns.

  1. Enquiry from potential applicant received by inspector.
  2. Inspector sends out registration information to potential applicant.
  3. If the applicant wishes to proceed, they communicate with the inspector for further information or clarification. If possible, the inspector should visit the applicant to review the proposed egg station, discuss responsibilities of the operator and review cost recovery fees.
  4. Applicant forwards registration documents to the inspector.
  5. Inspector, in consultation with the Area Egg Specialist and/or Regional Program Officer, reviews documents for completeness and accuracy, and to ensure regulatory requirements are met. If anything is missing, or if changes are required, the inspector will return the document in question for correction or request further documentation.
  6. Once the registration documents are complete and accurate, the inspector conducts an on-site visit to verify regulatory compliance. The inspector completes an Egg Station Application for Registration Checklist (Appendix I). Where changes are required, the inspector notifies the applicant in writing of the findings and what must be done in order to satisfy the requirements for registration approval. When the inspector is satisfied that all requirements have been met, the completed documents are forwarded to the Regional Officer or Area Egg Specialist as applicable.

2. Area Egg Specialist

Note: Steps 3-6 could also be done by the Regional Program Officer

  1. Area specialist reviews documents for completeness. If anything is missing the inspector will be requested to obtain the required information and updated document(s) as necessary.
  2. Once all necessary documents are present and all registration requirements are satisfied as indicated in the documents, the Area Egg Specialist recommends the registration and signs the registration checklist.

    Note: These procedures may differ from region to region. It is the Area Egg Specialist's responsibility to ensure that:

  3. The certificate of registration is printed and signed by the Regional Director
  4. The signed certificate is scanned and sent back to the Area Egg Specialist and HQ.
  5. Certificate is distributed to applicant with a letter signed by the Area Egg Specialist advising them to display the certificate in a prominent location. The registered egg station is to be instructed to return the original certificate to the responsible inspector should their registration cease. A template of the letter can be found in Appendix III.
  6. All documents are scanned and sent to headquarters where they will be uploaded to RDIMS.
  7. The original documents are returned to the inspector in charge where they are to be kept in the permanent registration file.

2.8 Registration Requirements

2.8.1 Premises

The premises include all elements in the building and building surroundings; the outside property, roadways, drainage, building design and construction, product and personnel flow, sanitary facilities and water quality.

2.8.1.1Surroundings and Outside Property

The site is to be located in an area that is free of objectionable odours and other environmental contaminants. The selection of the location for the egg station's air intake should take into account the location of barns or other potential sources of odours and contaminants. The site must also permit good drainage and provide a suitable base for construction of the egg station. It is expected that precautions will be taken (e.g. soil sampling), to assure that structures are built on the best possible foundation in order to minimize the settling and sagging of the building.

The outside property is to be maintained in a neat and orderly manner for a 6 metre (20 foot) radius around the station. It is to be free of tall grass, debris and other materials likely to be a breeding place for flies or rodents or be the cause of any other objectionable conditions, especially around the shipping and receiving docks.

2.8.1.2 Roadways, Driveways, Parking Lots

Roadways, driveways and parking lots on the premises are to be properly graded, compacted, dustproofed, and drained as required.

2.8.1.3 Multiple Buildings

A registered egg station may be one or more buildings situated in one "place" (i.e. located within one piece of property which is continuous and self enclosed, whether one or several adjoining municipal numbers or lots). Several places remote from each other, either by public road, other properties, or other parts of a town or city, are not considered to be one place. If part of the property is separate, and a company wishes to have only one registration, they have the option of constructing a connection between the buildings by an underpass or overpass.

In view of the above, any existing registered egg station electing to amend their registration to include more than one building must submit a site plan showing boundaries and buildings of the re-defined registered station.

2.8.1.4 Components of a Registered Egg Station

There may be rooms within a building that are not part of the registration (e.g. storage room for another commodity). Inspectors should ensure that rooms that are not part of the registration do not have a negative impact on the egg grading operation.

2.8.1.5 Egg Station Layout and Design

The egg station is to be designed to provide for a good flow of product, employees and equipment to minimize the risk of cross-contamination. The design is to provide a progression from the point where eggs are received, through the ungraded cooler, to grading and packaging, to the graded product cooler and finally, to the shipping area and loading docks.

An egg station shall have a sufficient number of rooms to accommodate the separation of incompatible operations. The egg station is to be separate from and have no direct access to living quarters, retail outlets and areas in which operations are incompatible with the handling of eggs. Small stations that sell eggs directly to a limited number of customers are easily able to control movement within the station. For this reason, small egg stations may sell eggs from a designated area within the station provided there is a properly situated counter or barrier that restricts consumers from entering any area where eggs are handled. All other stations must have a separate room for the sale of eggs.

The barn and the grading facilities must be separated by an anteroom with self-closing doors and effective, functional mechanical ventilation. Since the anteroom is part of the registered egg station, it must meet the necessary construction and ventilation requirements. Movement of employees is to be strictly controlled between the laying facilities and the egg station. If it is necessary for employees to enter the grading station from the barn, outer clothing and footwear must be changed. Egg gathering conveyors used in laying operations may not enter the grading area and therefore, a transfer point must be established in the anteroom.

In planning a registered egg station, consideration should be given to future expansion such that it would not cause serious congestion or other disruption to the flow of the operation.

2.8.1.6 General Construction Requirements

The materials used in the construction of the station are to be those which are not only sufficiently strong and durable, but which will promote satisfactory maintenance inside and out. Masonry and steel construction are generally the most acceptable for this purpose.

2.8.1.7 Walls, Ceilings and Floors

Materials must be evaluated to determine both chemical and physical suitability in relation to the intended use. Prior to the construction of an egg station or the replacement of existing materials, it is recommended that the operator check with the CFIA inspector or Area Egg Specialist to review the acceptability of the proposed construction material.

The operator must demonstrate that all materials are safe and effective. The Reference Listing of Accepted Construction Materials, Packaging Materials and Non-food Chemical Products may be consulted to determine if a product was previously approved for use in food plants. It is not mandatory for any product to appear on the Reference Listing.

Smooth, painted plywood is the minimum construction requirement in areas or rooms which are dry and free of developing odours. Where existing walls, constructed of wood, show signs of deterioration due to moisture, the wood is to be replaced with an acceptable material which will facilitate cleaning and withstand working conditions. Rooms which are subjected to moisture and which could develop odours must be constructed of materials which are smooth, hard and impervious to moisture. Accepted materials for walls and ceilings include glass board panels, glazed tiles and smooth steel. Materials that are absorbent and difficult to keep clean are not acceptable. Examples of unacceptable materials are drywall and porous, acoustic-type boards. Walls are to be free of pitting, cracks, crevices and ledges. While the surface finishes of walls and ceilings are most important, the durability of the underlying structures is also a concern.

At a minimum, all corners and wall-floor junctions are to be properly sealed to facilitate cleaning and to prevent moisture and dirt from entering and becoming a source of contamination. Coving is recommended in areas where there is frequent cleaning and high water use.

Floors must be of a hard, impervious material accepted by CFIA. Floors are to be properly sloped to provide good drainage of liquids to trapped outlets. In plants where limited water is used, an alternate form of water removal may be acceptable.

It should be noted that these construction material requirements apply to processing and product storage areas within the registered egg station. A greater variety of construction materials may be permitted in other areas of the egg station such as offices, lunchrooms, washrooms and other welfare rooms provided sanitation is not jeopardized.

2.8.1.8 Doors and Doorways

As a general principle, doors should be close-fitting and constructed to withstand the rigours of normal use. Doors should either be of rust-resistant metal or other acceptable construction material. The junctures between the wall and the door jamb are to be effectively sealed with a flexible sealing compound. Doors to the outside or other applicable areas including washrooms, lunchrooms, anterooms, inedible rooms, chemical rooms and garbage rooms should be equipped with a self-closing mechanism.

2.8.1.9 Stairs and Mezzanines

Stairs, catwalks, or mezzanines located above product handling areas are to be of solid masonry or metal construction, with adequately raised edges to prevent dirt, spills and water from dropping onto objects below.

2.8.1.10 Paint/Coatings

All paints and coatings intended for use in food production and storage areas must be acceptable for use in a food plant. The operator must demonstrate that all paints/coatings are safe and effective. The Reference Listing of Accepted Construction Materials, Packaging Materials and Non-food Chemical Products may be consulted to determine if a product was previously approved for use in food plants. It is not mandatory for any product to appear on the Reference Listing. The painting of food product contact surfaces is prohibited.

2.8.1.11 Lighting

All rooms and other work areas of the station must be properly illuminated. Both natural and artificial light are acceptable. Egg sorting and inspection working surfaces must have a minimum illumination of 540 lux. This includes locations in the grading room for loading and packing eggs, and the area used for sorting store returns. Where the sorting of eggs does not occur at loading due to the automated equipment used, the inspector may determine that 220 lux is sufficient. Other areas where eggs and packaging materials are handled or stored are recommended to have 220 lux. All other areas are recommended to have at least 110 lux. The light should be measured by holding the light meter on the work surface or parallel to the floor at a height of 1 meter (39 inch).

Artificial lighting must be of a quality which does not distort the normal colour of food products. Normal non-colour corrected light has been found acceptable.

Light sources and fixtures must not be a potential source of contamination to food products. In rooms where there is product or packing material, the lights and fixtures must be shatterproof.

2.8.1.12 Ventilation

Registered egg stations must have adequate ventilation to provide a sufficient exchange of air in all parts of the egg station and to keep air fresh and free of objectionable odours, dust, steam and vapour. Ventilation is to be sufficient to keep walls and ceilings free of condensation.

Air intakes and filters must be properly located to be effective in preventing the entry of dust or objectionable odours. When a barn is attached to the egg station, the ante-room must include an operational, effective, mechanical ventilation system to prevent the introduction of odours, dust and other air-borne contaminants into the egg station.

All equipment which produces heat, steam, or odours must be properly vented. Washer exhausts must be vented to the outside and have an inspection port that is easily accessible for cleaning and inspection.

In planning and designing the ventilation system for an egg station, care must be taken to control air movement, so that undesirable conditions are reduced or eliminated.

2.8.1.13 Drains

Where required, adequate drainage must be installed throughout the registered egg station. The number, size and location of drains and drain inlets are to be in keeping with the nature of the operation. As a general rule, one drain inlet 30 cm x 30 cm (12" x 12") or equivalent, should be provided for every 40 (47.83 sq.yards) of floor space. The number of drain inlets and their size may need to be increased in areas of high water discharge, to provide proper and constant removal of the fluid wastes. Equipment discharging a large volume of water, is to be provided with direct drainage, in order to prevent water from flooding the surrounding areas.

All drain lines should be sloped and equipped with effective rodent screens. Drains should be of a material accepted by CFIA. It is important that floors slope uniformly to drains, with no low spots to collect liquids.

Screw plugs or other acceptable alternatives should be provided where water may evaporate in the traps. All coolers must be properly drained.

As many small egg grading station operators use stand up portable coolers that are capable of being cleaned without being connected directly to a drain, this requirement would not apply under such circumstances.

2.8.1.14 Sewage and Wastewater Disposal

The sewage system carrying effluent of human waste must not cross-connect with any other waste effluent system in the egg station. Overhead drain lines must not pose a contamination threat. Systems are to be trapped and must run separately to a point outside the egg station. Under no circumstance may human wastes empty into a catch basin. All drainage systems must be sub-surface, and local and provincial ordinances and codes must be observed.

Connection into a municipal system is most desirable. Other means of disposing of plant effluent may be acceptable, but must first meet all municipal and provincial requirements.

2.8.1.15 Garbage Disposal

The egg station must have a separate refuse room or suitable area for the storage of garbage prior to its removal. This area must have appropriate ventilation such that air from the refuse room does not contaminate the rest of the egg station. The garbage must be stored in properly identified, leak proof containers. Where necessary, garbage containers should be covered. Garbage must be removed from the premises on a regular basis.

2.8.1.16 Inedible Product

Separation and control of inedible product must be maintained in the egg station. All containers for inedible egg must be permanently marked with "Inedible egg – Not for Human Consumption" and "Oeufs non comestibles – improper à la consummation humaine"Colour coded pails may be used provided that the codes are clearly posted in the plant. The containers must be covered and stored in a manner to ensure there is no cross-contamination.

The egg station must have an area designated for storing inedible product. This area must be designed to handle the anticipated volume of inedible product in an effective manner (e.g. the area may require refrigeration and ventilation systems). Inedible product must be removed from the premises on a regular basis.

Where applicable, all inedible product containers must be washed and sanitized in an area of the egg station separate from the area where eggs are prepared or stored, to reduce the risk of cross-contamination.

For control purposes, the inspector may request that the station denatures their inedible product. Plant management must also be able to provide sufficient records to demonstrate control of inedible product leaving the egg station.

2.8.1.17 Hand Washing Sinks and Hand Dips

Hand washing facilities should be of the remote-control type (foot, knee or motion activated), capable of supplying warm water, and directly drained. They are to be situated in the grading room and other appropriate areas so that production and inspection personnel can readily wash their hands. Hand-washing facilities must be supplied with dispensable soap, disposable towels in suitable dispensers, and used towel receptacles that are properly constructed and easily maintained. Roller-type cloth towels are not acceptable.

Where provided, hand-dips utilizing an approved sanitizing agent are to be located adjacent to hand washing facilities. Alcohol based hand cleaning gels are an acceptable alternative.

2.8.1.18 Employee Welfare Rooms

Where applicable, registered egg stations are to have a lunchroom, and separate washrooms and dressing rooms for both sexes. All rooms are to be provided with adequate lighting and ventilation.

1. Lunch Rooms

Eating or drinking (other than water from a drinking fountain) is not permitted in any areas where eggs are prepared. Therefore, lunchrooms are required in most registered egg stations. Lunchrooms are to be equipped with effective ventilation, and where the room leads directly into any room used for handling eggs, doors are to be self closing.

2. Washrooms

Washrooms must be easily cleanable and have properly drained floors. They are to be of adequate size for the maximum number of employees. Doors are to be self-closing. Washrooms are to be equipped with effective, negative ventilation vented directly to the outside. Access from employee washrooms to any food handling area is to be through a hallway or vestibule; no direct access to the grading room is permitted.

When planning on the number of toilets and urinals at an egg station, the respective provincial ordinances should be followed.

Washrooms must be supplied with an adequate supply of hot and cold running water, soap dispensers, soap, disposable towels in suitable dispensers, and receptacles for used towels. Roller type cloth towels are not acceptable. Hand-washing facilities should be of the remote control type (foot, knee or motion activated) and there must be a sufficient number to meet the needs of the maximum number of employees. Where adequate hand-washing facilities are provided at entrances to production areas, remote-control type facilities are not required in welfare areas.

3. Dressing Rooms

Dressing rooms must be separate from, but may be connected directly with washrooms. Properly constructed walls and ceilings of painted drywall, smooth finished painted plywood, or other cleanable surfaces are acceptable. The floors must be suitable to allow for thorough cleaning. Dressing rooms must be adequate in size for the number of employees using them and are to be equipped such that they can be maintained in a sanitary condition.

2.8.1.19 Equipment Cleaning Facilities

Adequate hot and cold water, from a suitable number of conveniently located hose connections, must be readily available in all rooms to allow for effective cleaning of the equipment and premises. The equipment cleaning room or area must have adequate lighting, drainage and ventilation.

2.8.1.20 Designated Area for Washing Trays, Carts or Other Conveyances

The area designated for washing trays, carts or other conveyances should be separate from other operations so that washing can be carried out without aerosols contaminating the eggs, or any areas or equipment used in the preparation of eggs.

2.8.1.21 Water Supply and Water Reuse

Only potable water is to be used to wash eggs. For the water used in an egg station, potable means coliforms of less than 10 per 100 ml of water or conformance to the respective provincial standard, whichever is stricter. Each application for registration must include verification that the water source is acceptable for its intended use. There must be a supply of hot and cold potable water available under adequate pressure and in quantities sufficient for all operating and cleaning needs. Non-potable water is a potential source of contamination. Where non-potable water is used for fire prevention or for condensers on refrigeration systems, it must be entirely separate from the potable water system and clearly and distinctly identified. Under no other circumstances may it be used where edible products are processed, handled or packaged. If filters are used, they must be maintained in a sanitary manner

Where the supply of potable water is derived from a private well, adequate protection must be afforded to the well head to prevent contamination of the water supply. Similarly, where storage tanks are used, they must be located and constructed in such a way as to prevent contamination.

Where automatic chlorinators are used in a registered egg station, a system indicating malfunction must be in place to immediately alert personnel and inspection staff.

In the interest of conservation of water and energy, water reuse proposals will be given consideration by CFIA. The reuse of water shall not create any unsanitary state in relation to the product or the plant environment.

2.8.2 Storage

2.8.2.1 Coolers

As a result of a regulatory amendment, egg stations are required to have a room for the storage of eggs graded Canada A, Canada B or Canada C, that is separate from the room for storage of ungraded and Canada Nest Run eggs. The cooling capacity of the cooler holding Canada A, Canada B, or Canada C must be 10 °C or less. The cooling capacity of the cooler holding ungraded, Canada Nest Run and eggs bearing a dye mark must be 13 °C or less. Since eggs bearing a dye mark are washed and are destined for processing, they may be stored in either cooler.

Under exceptional circumstances, an inspector may approve the registration of an egg station having only one cooler. The station must present an acceptable written plan describing the egg handling and sanitation practices used to prevent cross contamination of eggs graded Canada A, Canada B or Canada C with ungraded and Canada Nest Run eggs. The plan must address egg storage on routine work days as well as non-work days or holidays. If at any time the station is found to be deviating from their plan, their registration status will be reviewed.

The relative humidity in any room where eggs are held in a registered egg station shall be maintained at not more than 85%.

Coolers are to be sufficient in size and designed to hold the maximum anticipated volume of shell eggs. There should be at least 15 cm (6") of space between the wall and pallets of eggs to allow for adequate airflow, inspection for the presence of pests and assessment of sanitation.

2.8.2.2 Dry Storage Rooms

The dry storage area is to be maintained in an acceptable sanitary condition. The doors should be kept closed when not in use, to control the entry of rodents and flies. There should be no direct access to barns or ungraded egg coolers. Packaging material is to be stored off the floor. There must be at least 15 cm (6") of space between the stored materials and the walls to allow for inspection for the presence of pests and assessment of sanitation. Dry storage rooms/areas must be adequate in size to store all materials in a sanitary manner.

Dry storage areas must be constructed so that they are weather-tight, and the stored materials are kept clean, dry and free of contamination. Open studs and trusses, which are in good condition, are acceptable in the dry storage area on the condition that the cleaning is properly addressed in the station's sanitation program.

2.8.2.3 Chemical Storage

Chemicals must not be allowed to become a potential source of contamination. Chemicals are to be stored in a separate room or area, away from other supplies or materials. To facilitate rodent control, chemicals should be stored off the floor and at least 15 cm (6") from the walls.

2.8.3 Equipment

2.8.3.1 Construction, Design and Installation

According to the Egg Regulations, equipment must be constructed of corrosion resistant materials, free of noxious elements, accessible for cleaning and perform in the manner intended without creating adverse conditions.

Whenever stainless steel is used in food plants, it should be of the 300 or 18/8 series. Types of the 400 series have not proven satisfactory. Many materials such as plastics, resins, fibreglass, latex and numerous combinations thereof have appeared on the market for use in the construction of equipment.

Equipment design should prevent contamination from the dripping of lubricants from bearings, gears, motors, etc. Should drip-pans be necessary for protection against contamination, they should be easily accessible for inspection and for cleaning.

Stationary or elevating type platforms are to be constructed and located so as to preclude cross contamination with food products.

To allow for good sanitation practices and visual inspection, and to discourage rodent nesting, all equipment shall be:

  • installed at least 15 cm (6") away from walls and ceilings, or
  • permanently mounted and completely sealed to walls, floors or ceilings.

2.8.3.2 Operation, Maintenance and Calibration

Equipment used for processes such as washing, candling, weighing, packing and marking have to operate effectively in accordance with sub-section 8(2)(n)(iii) of the Egg Regulations. In addition, an Equipment Maintenance and Calibration Program should be in place, with procedures and frequencies for the maintenance and calibration of equipment, including record keeping.

2.8.4 Pest Control

2.8.4.1 Screens and Insect Control

All windows and other exterior openings that could allow the entry of insects, birds, bats, etc., are to be equipped with effective screens. Air curtains or other acceptable devices are recommended over outside doorways, in areas where screening is not practical such as the loading docks. Electronic fly "zappers" may only be used in areas where food and packaging materials are not exposed.

2.8.4.2 Rodent Proofing and Control

To prevent entry or habitation by rodents in a registered egg station, there should be no open holes or seams to the outside. The station must have an effective rodent control system. Open bait stations are not acceptable.

Equipment and supplies must be stored a minimum of 15 cm (6") away from all walls to allow for inspection for the presence of pests.

2.8.5 Requirements for Specific Rooms or Areas of a Registered Egg Station

2.8.5.1 Shipping and Receiving Areas

It is recommended that the shipping area be separate from the receiving area. These areas are to be maintained in an acceptable sanitary condition. The doors must be kept closed when not in use to control the entry of flies and rodents. Eggs are not to be stored in the shipping and receiving areas.

Eggs may be shipped or received directly from an egg cooler on the condition that the opening to the cooler is used only when product is being loaded and is tightly closed when not in use. Shipping or receiving from the coolers must be carried out in a way that prevents the entry of rodents, pests, dust and any other potential contaminants.

2.8.5.2 Grading Room

The egg grading room should be large enough to accommodate the movement of graded and ungraded eggs in a way that avoids cross contamination.

Construction of a grading room where the transfer of ungraded eggs occurs directly from the ungraded cooler onto the grading machine is an option that could reduce contamination in the grading room.

2.8.5.3 Candling Booth

The candling booth on the grading machine must be able to be darkened sufficiently to allow for the inspection of the internal contents of the eggs as they pass over the candling light.

2.8.5.4 Inspector Room and Inspection Facility

The egg station must provide a room or appropriate area for an inspector to perform his work. This area should be of an adequate size, and provide the inspector with telephone access and a suitable place to complete paperwork (e.g. desk and chair). There should also be a place for the inspector to store outdoor clothing. The inspector room should have adequate ventilation and appropriate heating and cooling capabilities. Stations grading 3000 boxes/week or more should provide a room for the inspector that is at least 2.4m x 3.7m (8" x 12") in size, and equipped with a lockable filing cabinet.

A convenient area or room must also be provided to perform quality assurance functions. This room or area can be a part of, or separate from the inspector room. The area should have a counter that is 61 cm to 76 cm (24" to 30") wide and 61 cm to 91 cm (24" to 36") high, and shelves that are 30 cm (12") wide and 46 cm (18") above the counter. A facility for hand washing should be easily accessible. Depending on operational requirements, the inspection facility may be shared between egg station staff and CFIA inspection staff.

2.9 Supplementary Information

For CFIA operational purposes, the egg station is asked to provide the inspector with an estimate of the number of days per week they expect to grade eggs, and the anticipated weekly volume (boxes) of graded and ungraded eggs.

It is also requested that the egg station provide the inspector with copies of egg carton labels and types of packaging materials for review.

2.10 Unacceptable Applications

An application for registration of an egg station may be found to be unacceptable when the applicant fails to meet the requirements of the regulations and this manual. Each applicant will be notified promptly of the reason(s) that the application was found unacceptable. When all unacceptable items identified during the initial review have been corrected, the registration will be processed.

2.11 Management of Certificates of Registration

A Certificate of Registration is issued from the regional office once the final registration package has been reviewed and accepted. The official list of registered egg stations is maintained by the National Egg Program in Ottawa.

If, for any reason, a new Certificate of Registration is issued or a station ceases operation, the old certificate must be returned to the issuing office.
