Notice to Industry - Amendments to the CFIA Fees Notice

Ottawa, August 14, 2017: Part 11 (Health of Animals Fees) of the Canadian Food Inspection Agency (CFIA) Fees Notice has been amended to remove travel related costs. In addition, minor wording changes have been made for consistency purposes and to improve clarity.

The CFIA Fees Notice amendments came into force on July 28, 2017 and were published in the Canada Gazette, Part I on August 12, 2017.

These amendments address concerns raised by the Standing Joint Committee (SJC) for the Scrutiny of Regulations. The SJC questioned the authority to charge travel related costs that are defined in a policy document outside of the CFIA Fees Notice (i.e. the National Joint Council Travel Directive).

The full cost of delivering CFIA services, including travel related costs, is being considered in a proposed fee structure that is currently under development. At a later date, the CFIA will be consulting stakeholders on the proposed structure as part of phase two consultations of the cost recovery initiative. Until a new structure is introduced, stakeholders will not be charged travel related costs. More information on the cost recovery initiative can be found on the CFIA's website.

Stakeholders who have paid travel related costs for inspections conducted under the Veterinary Biologics Program will be reimbursed by the CFIA. This reimbursement is available for travel related costs charged up to six years prior to the day the amendments came into force. Stakeholders who are eligible for reimbursement will be contacted by the CFIA.
