About the consultation

The Canadian Food Inspection Agency (CFIA) recently reviewed Canada's phytosanitary requirements for the importation and domestic movement of propagative and fresh decorative grapevine material (Vitis spp.). As a result, the CFIA has developed a new program directive, D-22-03: Phytosanitary requirements for the importation and domestic movement of grapevine material for propagation or decorative use.

This directive outlines the phytosanitary requirements for the importation of propagative plants and plant parts (including fresh vines for decorative use) of Vitis spp. from all origins into Canada, and the domestic movement of this material into the province of British Columbia. It amalgamates the grapevine-specific import and domestic requirements from other sources into a single document and will replace current directive D-94-34: Import requirements for grapevine propagative material and Quarantine Directive: Domestic 9, Part 1 (1988).

Who was the focus of this consultation

The CFIA sought comments from:

• individuals, businesses and organizations involved in the import of grapevine material for propagation or decorative use, or those who move grapevine material into the province of British Columbia
• other Canadian government departments or agencies, including provincial, territorial and municipal
• international trading partners

Key themes for discussion

The CFIA sought feedback from Canadian stakeholders and international trading partners affected by the publication of this directive, including any proposed changes to existing requirements.

While the majority of the requirements outlined in directive D-22-03 remain consistent with current import and domestic requirements, the CFIA introduced updates to bring this directive into alignment with current science and regional standards, including North American Plant Protection Organization (NAPPO) Regional Standard for Phytosanitary Measure (RSPM) No. 35: Guidelines for the Movement of Stone and Pome Fruit Trees and Grapevines into a NAPPO Member Country.
