Richardson International Limited Fined $50,000 for an Offence Under the Plant Protection Regulations

November 28, 2016, Ottawa: On October 5, 2016, at the Provincial Court in Winnipeg, Manitoba, Richardson International Limited entered a guilty plea to one count of contravening subsection 55(2) of the Plant Protection Regulations and was ordered to pay a fine of $50,000. A stay of proceedings was entered on remaining charges.

Subsection 55(2) of the Plant Protection Regulations indicates that no person shall export from Canada any thing for which a Canadian Phytosanitary Certificate, Canadian Phytosanitary Certificate for Re-export or any other document is required by the phytosanitary certification authorities in the country of final destination, unless the appropriate document is issued by an inspector.

The CFIA's investigation determined that, between May 21, 2009 and November 9, 2010, Richardson International Limited exported 67,666 metric tonnes of No. 2 Canada Yellow soybeans to the Russian Federation without Canadian Phytosanitary Certification.
