Alternative Service Delivery

The Canadian Food Inspection Agency (CFIA) has developed an Alternative Service Delivery (ASD) Policy to foster a consistent Agency-wide approach to establishing, overseeing and strengthening the Agency's ASD arrangements.

An ASD arrangement is one in which an external party delivers a program or service that directly pertains to the Agency's mandate and that would otherwise be delivered by the CFIA.

When feasible and merited, the Agency may authorize an external party (e.g. provincial or territorial governments, or private entities) to help deliver new programs and services, or improve the delivery of existing ones. However, the CFIA remains responsible for overseeing these types of arrangements to verify their compliance and conditions.

The ASD Policy was developed in consultation with key stakeholders, including industry associations, businesses, unions, non-governmental organizations (NGOs), government employees, and the public. An initial consultation was conducted in 2012 on key elements of a future ASD Policy, followed by a second consultation in the spring of 2015 to validate and provide further feedback on the draft ASD Policy.
